The state of Arizona requires all driving school license holders and driving instructors to be licensed drivers in Arizona. You must be at least 21, have a high school diploma or higher education, and have a good driving record. You will be required to submit an application along with photos of the building, and proof of insurance on all the vehicles. Part of the application will require driving school license holders and driving instructors to submit a Level 1 fingerprint clearance card.
